Expression of Interest (EOI) for Human Resources Consultant

The Anglican Diocese of Polynesia invites Expressions of Interest from qualified and experienced Human Resources professionals to lead a transformative consultancy process focused on strengthening the human resource systems and organizational structure of the Diocese.
This consultancy is part of a broader vision and strategic direction outlined in the Charge of Archbishop Sione Uluilakepa, calling for the Review and Revitalise of the Church’s ministries, operations, and governance structures. The consultant will play a key role in realizing a Church that is relevant, responsive, inclusive, and resilient in serving the needs of its diverse communities across Polynesia.
Scope of Engagement:
The consultant will be responsible for:
Designing a proposed organizational structure aligned with the mission and future strategic priorities of the Diocese.
Conducting stakeholder consultations across Episcopal Units to gather insights on existing roles, structures, and emerging needs.
Drafting job descriptions and reporting lines that support the new structure.
Auditing and reviewing all current employment contracts to ensure compliance and alignment with the proposed structure.
Recommending revisions that support fairness, equity, and legal compliance.
Presenting the final report and recommendations to the Bishop and senior diocesan leadership.

Eligibility and Competencies:
The Diocese seeks a consultant with the following:
A degree in Human Resources, Organizational Development, Business Administration or a related discipline.
Proven experience in HR consultancy, especially in designing organizational structures and reviewing employment contracts.
Demonstrated ability to engage with diverse stakeholders and facilitate inclusive dialogue.
Understanding of ecclesiastical, nonprofit, or mission-based organizational environments.
Strong analytical, communication, and interpersonal skills.

2. A proposal (maximum 3 pages) outlining the proposed methodology, timeline, and approach.
3. A curriculum vitae (CV) detailing relevant qualifications and consultancy experience.
4. A proposed budget, inclusive of professional fees and anticipated costs.
